On May 27, 2024, politicians and bureaucrats from around the world will gather in Geneva, Switzerland at the headquarters of the World Health Organization (WHO) to implement a global “Pandemic Treaty.” If this treaty goes into effect, it will grant broad powers over matters of public health to the World Health Organization, including declaring pandemics and dictating health care responses in member countries.
The Pandemic Treaty would impose scores of directives with which member states must comply. If the United States becomes subject to the Treaty, it would override not just the sovereignty of our national, state, and local governments but also reduce the ability of individual Americans to make their own medical choices. Along the way, it would wipe out First Amendment protection for critics of national and international medical “experts,” and their disproven and dangerous lockdown and forced vaccination policies. As Liberty Counsel warns, the Treaty would empower the WHO to:
- create and internationally share “digital health” passports including test results, vaccines, medical history, and any other information the WHO demands;
- establish health care as a “right” for international socialized medicine;
- elevate plants, animals, and the ecosystem as equal to human life and demand standards of control over everything from plants to pets;
- censor information the WHO considers to be “disinformation” and/or “misinformation”;
- allow the WHO to control access to approved medicines;
- enforce WHO international mandates at local “community levels”;
- allow the WHO to define and enforce “equity” in health care;
- force wealthy nations to finance health case in other nations; and
- issue directives forcing medical staff and facilities to participate in abortion, LGBTQ-supporting “treatment” and forced “vaccinations,” without regard to religious or other objections.
Imposing Tyranny Without Accountability
During our recent experience with COVID-19, government at all levels exercised power over the daily lives of Americans that courts should have deemed unconstitutional. While a few victories in court were achieved, most judges did not want to impede policymakers from doing what they thought best to address the COVID-19 pandemic. The nation suffered under: mandatory vaccinations, lockdowns, curfews, compulsory facemasks, closing of “non-essential” businesses, censorship of those telling the truth about the dangers of vaccines, propaganda about “safe and effective” vaccines, hospital protocols providing for use of Remdesivir and ventilators that resulted in deaths, suppression of the story about the Wuhan lab’s involvement, etc.
Having seen how wrong government “experts” have been, tens of millions of Americans are prepared to resist whatever they may demand should the nation face another pandemic. Yet, those same public health officials still want the power to exercise draconian powers. The Pandemic Treaty gives them the justification to impose controls while explaining they are “just following orders” from the WHO in Geneva.
Constitutional Treaties
On May 1, 2024, all 49 Republican U.S. Senators signed a letter to President Biden asking him to withdraw administration support for the Pandemic Treaty and to submit it to the Senate for ratification before taking any step to commit the U.S. to follow it. Under Article II, Sec. 2 of the U.S. Constitution, the President is given the power to negotiate treaties, but they have no force until they are approved by two-thirds of the Senators. Knowing that the Senate would never approve the Pandemic Treaty, the Biden administration refuses to call it a treaty, but describes it as a “pandemic accord.” In this way, it hopes to achieve the legal effect of a treaty while bypassing the requirement of Senate ratification.
Destroy health freedom
The Pandemic Treaty would “permit the WHO to unilaterally determine what measures will be imposed in response to these future declared pandemics, including lockdown policies, mandatory masking, social distancing, and coercing the population into undergoing medical treatments and vaccinations.” The treaty would “impose treatments and vaccination on individuals against their own will,” thereby restricting freedom on a global scale.
The WHO is led by Tedros Adhanom Ghebreyesus, who was associated with the Marxist Tigrayan People’s Liberation Front, which oversaw the Ethiopian famine in the 1980s and was responsible for innumerable human rights abuses. The Communist Chinese government was Tedros’ strongest backer when he was initially selected as WHO Director General, and he continuously covered up China’s role in creating and spreading the COVID pandemic. Now he wants control over the world’s health systems in time for “the next pandemic.”
Destroys free speech
The Treaty would empower the WHO to declare a “public health emergency of international concern.” As Dr. Meryl Nass warns, “Nations must ‘adjust’ their domestic legislation to comply.” The Treaty also requires member nations to combat “misinformation” about WHO pandemic policies. “‘[S]urveillance’ and managing misinformation are now considered ‘Core Capacities’ that all nations will have to develop,” Nass notes.
The threat to free speech resembles the recent efforts of the federal government to censor what it termed “COVID vaccine misinformation.” The Treaty would require, worldwide, “the ‘management’ of so-called ‘infodemics,’ defined as ‘too much information, false or misleading information, in digital and physical environments during a disease outbreak’ causing ‘confusion’ as well as ‘mistrust’ in health authorities.
Undermines Sovereignty
The effort to destroy Americans’ ability to question WHO “solutions” is especially rich given how disastrously the “experts” at the WHO and at our own Centers for Disease Control and Prevention (CDC) mishandled the COVID pandemic that began in 2020. Never mind that “[t]he WHO seriously mishandled the Covid-19 pandemic, promoting the lies of the Chinese Communist Party, lies which caused the deaths of millions.” Who would trust these people to make decisions for anyone? The government has no authority to yield American sovereignty to this international institution.
Opposition Forming
Interested groups and individuals opposing the treaty have formed an organization known as the Sovereignty Coalition, which points out:
The “China Model” of lockdowns, masks and vaccine mandates and digital enforcement mechanisms was endorsed [by the WHO]. And the WHO approved the use of expensive and inadequately tested gene therapies as “vaccinations” and the suppression of readily available, effective and inexpensive treatments. Thanks in part to such misconduct, the pandemic has resulted in the deaths of over a million Americans and many more elsewhere around the world, an untold number of whom perished needlessly.
State Level Opposition
State legislatures have also begun to preemptively push back against this surrender of our sovereignty and medical freedom. As the Epoch Times reports, in May 2023, Florida:
enacted a package of laws to protect state residents from the “biomedical security state. The laws prohibit residents from being forced by a business, school, or government entity to undergo testing, wear a mask, or be vaccinated for COVID-19, and it bans global organizations like the WHO from dictating health policy in the state.
On January 31, Utah Governor Spencer Cox signed legislation that prohibits “enforcement of a federal directive within the state by government officers if the Legislature determines the federal directive violates the principles of state sovereignty.” In March 2024, the Louisiana Senate passed legislatioan providing that “[n]o rule, regulation, fee, tax, policy, or mandate of any kind of the World Health Organization, United Nations, and the World Economic Forum shall be enforced or implemented by the state of Louisiana.” Oklahoma and Tennessee are considering similar legislation.
Federal Opposition
In 2022, Senator Ron Jodhnson (R-WI) sponsored legislation to require any pandemic agreement to undergo Senate ratification before the United States signs on. “The WHO, along with our federal health agencies, failed miserably in its response to COVID-19. Its failure should not be rewarded with a new international treaty that would increase its power at the expense of American sovereignty,” Johnson said.
On April 19, 2024, a group of Senators and Congressmen held a press conference on Capitol Hill to denounce the surrender of Americans’ health choice and our national sovereignty to the WHO “health police.” Participating were: Senator Ron Johnson (R-WI) and Representatives Ralph Norman (R-SC), Bob Good (R-VA), Chris Smith (R-NJ), Andy Biggs (R-AZ), Chip Roy (R-TX), Matt Rosendale (R-MT), Paul Gosar (R-AZ), Tom Tiffany (R-WI), and Scott Perry (R-PA). These Senators and Congressmen “denounced the Biden administration’s intention to approve these treaties that surrender U.S. sovereignty, compromise states’ rights, and undermine, if not terminate, constitutionally guaranteed freedoms.”
Call to Action
Americans opposed to surrendering American sovereignty to a United Nations agency should make their views known to the White House beginning now and certainly before May 27. Your message can include:
- insist that the administration rescind its support of the “Pandemic Accord”;
- explain that American sovereignty must not be yielded to the WHO; and
- criticize the globalist bureaucrats whose failed “health” policies created so much death and destruction during COVID.

Whatever approval is given to the Pandemic Treaty, Americans need to determine now that they will not yield to or cooperate with tyranny. As Frederick Douglas explained: “Power concedes nothing without a demand. It never did and it never will.”
